Scott Hines, Senior Partner
Scott Hines is a public policy expert with over 15 years of professional expertise working with federal, state and local government. He specializes in real estate development, land-use, military and law enforcement, public and private education and social services related fields.
Scott possesses a strong business and entrepreneurial background. Most notably, he founded A to Z In-Home Tutoring, a national supplemental education company, delivering innovative education services to low-income and foster care youth. After growing the company into a 26-state operation, Scott sold the company to a publicly traded national foster care provider. Mr. Hines has also provided a variety of consulting services to Internet start-ups and other high growth businesses. A quintessential serial entrepreneur, many of Scott’s talents lie in identifying emerging business opportunities – particularly in the area of public-private partnership.
Scott has also founded several non-profits to include Nashville Supports Early Education Staff and the Pride Parent’s Association – both children and family advocacy groups. He currently serves on the boards of several local non-profits including the Mizell Senior Center, Leadership Coachella Valley, The Hatch Partnership and the national board of the Family Equality Council.
Prior to becoming a successful entrepreneur, Scott served as an Air Force Intelligence Officer, leading clandestine missions throughout Latin America as part of an elite Special Operations team. He ultimately served in the Clinton Administrations as a junior aide to the Offices of the Chief of Staff of the Air Force and the Chairman of the Joint Chiefs of Staff.
Mr. Hines holds a Bachelors Degree in Political Science from the United States Air Force Academy, a Masters Degree in Public Management from the University of Maryland and a Masters Degree in Organizational Management from The George Washington University. He has been a national finalist for both the Rhodes Scholar and White House Fellow programs.
