Parolee Distribution
Parolees often concentrate in lower income communities with plentiful, inexpensive housing and social support structures such as family members, gangs or informal crime networks. Though these communities often make up small amounts of the local area population, they bear the burden of disproportionate numbers of parolees. With the high propensity for parolees to commit crimes, their concentration in small communities is a recipe for disaster, often overwhelming local law enforcement, social services and civic institutions.
